On 3rd February 2014 the Planning Inspector ALLOWED the appeal for the two planning applications for Goldfinch Close/Kestrel Close and The Moorings . In conjunction with the ludicrous approval for the Meadow Avenue Application this has now left the developers with a “front and back door” to the south of Congleton, close to Astbury village. CEC decided not to challenge the Appeal decision, see Press Release.
NEW (Oct 2014) Application to Build 220 Homes: Seddon Homes has submitted a NEW planning application 14/4938C being a re-submission of 13/3517C. Comments and objections to this second attempt by Seddon Homes to build at Falcon Rise/land west of Goldfinch Close need to be with Cheshire East Planning by 11th December 2014 with the application being considered by the Cheshire East Strategic Planning Board on 21st January 2015. Residents must submit new comments/objections to this ‘revised application’.
Proposal to Build 230 Homes: Seddon Homes has submitted a planning application 13/3517C to cover this proposal for Falcon Rise. The date for submitting comments on the application has passed. The application was rejected by the Congleton Town Council on 5th September 2013. The Cheshire East Strategic Planning Board unanimously REJECTED the planning application at thier meeting on 13th May 2014.
Planning Applications and Appeals: Seddon Homes submitted two planning applications to build 40 houses on green field behind Goldfinch Close & Kestrel Close, 12/3025C and 40 houses behind The Moorings, 12/3028C. Both these sites are close to the protected wildlife corridor of Lamberts Lane. Seddon Homes appealed both applications in December 2012 for non-determination, i.e. a decision on the applications not provided by Cheshire East within the designated time scale. A Strategic Planning Board Meeting was held on 22nd May 2013 where the two planning applications were revisited. This was because of the change in circumstance since the applications were first viewed in December 2012, i.e. the issue of the Local Plan and Cheshire East claiming that they had a 7.15 year housing supply. At this meeting a revised decision of “Minded to Refuse” was provided for both applications. Both appeals were heard under one Inquiry in November 2013 and the Inquiry completed after only 2 days. On 3rd February 2014 the Planning Inspector ALLOWED the appeals.
